The short answer is: Do not finance universities, give money directly to scientists.
The AIIM project provides money directly to scientists based on AI analyzing of their publications and FOSS software.
In USSR they believed that peasantry would do better if forced into communities. Reality proved this very wrong. But in some reason science management still believes that scientists must be forced to communities. That’s a baloney. Scientists would work better, if allowed to be under self-control, just like enterpreneurs.
Of course, in science there are big project like Large Hadron Collider, where scientists need to work together. But management wants to make every project “big” (submerged into a community).
