AI Internet-Meritocracy (AIIM) can influence UNESCO only if it is presented as a testable implementation mechanism for open science, not as a finished system that UNESCO should immediately endorse or impose on its Member States.
The realistic path is gradual:
Independent validation → participation in UNESCO’s open science community → inclusion as a documented implementation practice → a multinational pilot → influence on UNESCO guidance and national policy.
This strategy follows from UNESCO’s institutional role. UNESCO develops international standards, convenes governments and experts, supports implementation, and monitors progress. It does not normally make an external experimental platform into global policy merely because its creators propose it. AIIM must first demonstrate that it can advance objectives already contained in the UNESCO Recommendation on Open Science.
The immediate objective should therefore be:
Obtain UNESCO engagement with an independently governed AIIM pilot addressing equitable incentives, recognition of diverse scientific contributions, transparent allocation, and open science monitoring.
This article builds on how AIIM could help governments implement UNESCO open science principles and the analysis of how governments have fallen short of the UNESCO Recommendation.
Why AIIM Has a Plausible UNESCO Policy Case
UNESCO’s Recommendation on Open Science is not limited to free access to papers. It also addresses open scientific knowledge, infrastructure, cooperation, incentives, capacity building, evaluation, and monitoring. UNESCO’s implementation strategy explicitly seeks to mobilize partners and open science actors inside and outside the traditional scientific system.
That creates a policy opening for AIIM.
AI Internet-Meritocracy is an experimental mechanism intended to evaluate documented scientific and open-source contributions and distribute funding accordingly. Its potential relevance to UNESCO is not that it uses artificial intelligence or blockchain. Those are implementation technologies. Its stronger policy claim is that it may help connect open scientific contributions with recognition and material support.
AIIM could potentially contribute to four UNESCO priorities:
- Equitable participation: researchers could be considered on the basis of published work rather than institutional prestige alone.
- Recognition of diverse outputs: software, datasets, replications, reviews, corrections, and infrastructure maintenance could be evaluated alongside conventional papers.
- Transparent incentives: allocation rules, evaluations, appeals, and aggregate outcomes could be published and audited.
- Monitoring: machine-readable records could show who receives support, for what contributions, under which rules, and with which corrections.
These are plausible contributions, not established results. UNESCO should be approached with evidence that can confirm, qualify, or reject them.
Define What “UNESCO Acceptance” Would Mean
The phrase “UNESCO should accept AIIM” is too ambiguous for an institutional proposal. Several possible outcomes must be distinguished.

The first request should not be adoption. It should be participation, technical feedback, and consideration of a pilot.
UNESCO describes its Global Open Science Partnership as open-ended and inclusive of scientific communities, public and private science institutions, relevant industry, UN agencies, and other open science actors. This is the clearest initial entry point.
Describe AIIM in UNESCO’s Language
A proposal to UNESCO should not begin with claims that AI will replace grant committees, that universities are obsolete, or that blockchain will solve scientific governance. Such framing would make the project appear ideological, technologically deterministic, and insufficiently aware of public-sector responsibilities.
A better UNESCO-facing definition is:
AIIM is an open, auditable, and experimentally testable infrastructure for allocating recognition and financial support to scientific contributors, including independent researchers, research-software developers, data producers, reviewers, replicators, and other contributors who may be poorly represented by conventional funding systems.
The proposal should emphasize:
- equitable and global participation;
- recognition of multiple forms of scientific contribution;
- transparent allocation criteria;
- explainable recommendations;
- meaningful human oversight;
- accessible appeal procedures;
- protection against manipulation and conflicts of interest;
- interoperability with ORCID and open research metadata;
- multilingual participation;
- privacy and data protection;
- public monitoring of distributional outcomes;
- independent technical and social evaluation.
The proposal should also use cautious language.
Do not claim:
“AIIM implements all UNESCO open science principles.”
Use:
“AIIM is a candidate mechanism for implementing specific parts of the UNESCO Recommendation, particularly equitable incentives, recognition of diverse contributions, transparent allocation, and open science monitoring.”
That statement is narrower, falsifiable, and institutionally credible.
Create a UNESCO–AIIM Policy Crosswalk
Before approaching senior UNESCO officials, World Science DAO should produce a concise policy paper titled:

Its central component should be a crosswalk mapping AIIM functions to precise UNESCO objectives.

The crosswalk must distinguish between features that already exist, features under development, and future proposals. UNESCO should never have to infer which claims describe the current system.
The AIIM site already acknowledges that its evaluations are experimental and heuristic, and that fuller decentralization and auditability remain under development. Preserving this transparency is strategically useful. A proposal becomes more credible when it clearly separates demonstrated capabilities from intended capabilities.
Convert the Battleground Test Into Policy-Grade Evidence
The planned adversarial or “battleground” test can establish whether people can manipulate AIIM, whether human voting corrects failures, and whether participants perceive the distribution as fair. However, a small test organized and evaluated by the system’s creator cannot by itself justify international policy adoption.
It should be described as a feasibility study or pre-pilot, not as proof that AIIM works globally.
A UNESCO-relevant research programme should include:
- public preregistration of hypotheses and outcome measures;
- an independent advisory group able to criticize the protocol;
- separation between system operation and evaluation;
- a comparison method, such as an expert panel or another allocation procedure;
- publication of positive, negative, and inconclusive results;
- documented attacks, failures, appeals, and corrections;
- participant privacy and data-protection documentation;
- geographic and disciplinary diversity;
- an external security review where feasible;
- a reproducible and appropriately anonymized research dataset.
The evaluation should measure more than whether users like their payments.
Important metrics include:
- agreement and disagreement between AIIM and independent evaluators;
- successful appeal rate;
- false-positive and false-negative manipulation detection;
- administrative cost per evaluated participant;
- time from application to decision;
- distribution across countries and institutional categories;
- recognition of software, data, replication, and review;
- concentration of funding among already prominent participants;
- unexplained demographic, linguistic, geographic, or disciplinary disparities;
- stability of results across different AI models and prompts;
- participant understanding of reasons for decisions;
- evaluator confidence and uncertainty;
- changes made after independent criticism.
A policy pilot should also test whether AIIM produces better decisions than a realistic alternative—not merely whether AIIM can produce decisions.
Establish Independent Governance Before Seeking Endorsement
UNESCO will evaluate the institution behind AIIM as well as the software. A technically impressive system will not be credible as public infrastructure if governance remains concentrated in one founder or one organization.
Before requesting substantial UNESCO cooperation, World Science DAO should publish:
- the legal entity responsible for each part of the project;
- board and management responsibilities;
- conflict-of-interest rules;
- financial controls;
- data-protection responsibilities;
- model and vendor dependencies;
- procedures for changing evaluation rules;
- appeal and correction procedures;
- security incident disclosure rules;
- conditions under which a participant can be suspended;
- protections against retaliation;
- rules separating donors from evaluation decisions;
- plans for independent audits;
- limits on administrator authority;
- procedures for replacing compromised models or infrastructure.
The published AIIM security plans are a useful starting point, but UNESCO-facing documentation should distinguish current controls from controls that depend on future financing or migration to fully on-chain infrastructure.
Governance claims should be demonstrated in practice. “Decentralized” should not be used merely because a project intends to use a blockchain.
Enter Through the UNESCO Open Science Partnership

The initial message should request:
- guidance on participating in the Global Open Science Partnership;
- identification of the relevant working group, consultation, or implementation channel;

Seek Documentation Before Endorsement
UNESCO operates an Open Science Toolkit, an implementation programme, knowledge resources, and a newer Open Science Platform intended to make implementation information and evidence more accessible.
AIIM should first seek to become a documented case, not an endorsed global solution.
A submission package should contain:

Build a Coalition Beyond Blockchain Organizations
UNESCO is an intergovernmental organization. Long-term policy influence therefore requires both expert legitimacy and support from Member States.
World Science DAO should build a coalition including:
- an open science research group;
- a university or public research institute;
- an independent-researcher organization;
- a research-software or free and open-source software organization;
- an organization experienced in research assessment;

A coalition composed mainly of cryptocurrency organizations would make the proposal look like technology advocacy rather than open science policy. Blockchain specialists may contribute to auditability and governance, but they should not dominate the scientific or institutional case.
A strong pilot consortium could include three test environments:
- independent researchers;
- open-source scientific software maintainers;
- a university, research institute, or public funding programme.
This would allow AIIM to demonstrate where it adds value and where conventional mechanisms remain necessary.
Obtain Member-State Sponsorship
UNESCO recommendations and implementation priorities ultimately depend heavily on Member States. AIIM will therefore need governmental sponsors if the objective is to influence UNESCO policy rather than merely participate in a technical discussion.
The request to a government should not be:
“Ask UNESCO to adopt AIIM.”
It should be:
Support a UNESCO-observed multinational pilot of open, auditable, and appealable mechanisms for recognizing and funding diverse scientific contributions.
This wording asks governments to test policy principles rather than endorse a vendor. It also permits AIIM to be compared with alternative mechanisms.

- programmes for independent or early-career researchers;
- concern about unequal participation in international research;
- capacity to conduct public-sector innovation pilots;
- an active National Commission for UNESCO.
Each government should receive a country-specific two-page note. It should explain how the proposed pilot supports that country’s existing policy objectives and what participation would require.
Advocate AIIM-Compatible Principles
UNESCO may reasonably resist recommending a named platform governed by an outside organization. A more realistic objective is to persuade UNESCO to recommend principles that AIIM is designed to satisfy.
A possible policy formulation is:
Public and philanthropic scientific allocation systems should be transparent, auditable, open to diverse forms of scientific contribution, subject to meaningful human oversight, capable of explaining decisions, equipped with accessible appeals, and required to publish aggregate evidence about distributive outcomes and corrected errors.
AIIM could then be evaluated as one implementation of those principles.
This approach has several advantages:
- UNESCO can support neutral public-interest requirements without endorsing a particular supplier.
- Governments can implement compatible systems under national law.
- Competing implementations can be compared.
- AIIM gains legitimacy through compliance and evidence rather than branding.
- Policy can survive even if particular software, models, or organizations change.
The strategic objective should therefore be:
AIIM-compatible UNESCO guidance, followed by evidence-based consideration of AIIM as an implementation option.
A Practical Influence Ladder

- relies mainly on testimonials;
- excludes critics from governance;
- treats a small experiment as proof of universal effectiveness;
- cannot explain privacy and data-protection responsibilities;
- asks UNESCO to promote proprietary or unauditable components;
- uses confrontational language toward officials whose cooperation is required.
UNESCO does not need to agree that the current funding system should be abolished. It only needs sufficient evidence that a limited AIIM pilot could advance open science objectives better than, or usefully alongside, existing instruments.
