The realistic objective should not initially be “UNESCO adopts AIIM as its policy.” That framing is too large, premature, and institutionally ambiguous.
A credible progression is:
UNESCO recognizes an independently tested AIIM pilot → lists AIIM as an open-science implementation practice → collaborates on a multinational demonstration → recommends principles or mechanisms validated by the experiment.
UNESCO’s 2021 Recommendation on Open Science already supports several ideas relevant to AIIM: open infrastructures, equitable access, transparent evaluation, new incentives for open-science practices, international cooperation and open-science monitoring. UNESCO is currently moving from general principles toward practical implementation, monitoring and infrastructure.
That creates a genuine opportunity—but AIIM must be presented as an implementation instrument, not as a demand that UNESCO immediately endorse an untested system.
1. Define exactly what UNESCO should accept
“Accept AIIM” could mean several different things. They require different levels of evidence and political support.

The immediate target should be:
Obtain UNESCO engagement with an independently governed AIIM pilot as an experimental implementation of the Recommendation on Open Science.
UNESCO’s Open Science Toolkit is expressly described as a living implementation resource developed with partners and working groups. Its Global Open Science Partnership is open-ended and includes scientific communities, institutions, industry and other open-science actors.
2. Translate AIIM into UNESCO’s language
Do not lead with cryptocurrency, disruption of universities or replacement of grant committees. These claims will make AIIM appear ideological and institutionally risky.
Present AIIM as:
An open, auditable and experimentally testable infrastructure for allocating recognition and financial support to scientific contributors, including independent researchers, research-software developers, data producers, reviewers and other contributors who are often poorly represented by conventional funding systems.
The UNESCO-facing description should emphasize:
- equitable participation;
- support for underserved researchers and countries;
- recognition of diverse scientific outputs;
- open and transparent infrastructure;
- explainable evaluation;
- human oversight and appeal;
- protection against manipulation and discrimination;
- interoperability with ORCID and open research metadata;
- multilingual and cross-disciplinary access;
- rigorous monitoring of outcomes.
This positioning connects AIIM with UNESCO’s concern for equitable scholarly communication, public oversight and transparent, non-proprietary open-science infrastructure.
Avoid an overstated claim
Do not say:
“AIIM implements all UNESCO Open Science principles.”
Say:
“AIIM is a candidate mechanism for implementing specific parts of the UNESCO Recommendation, particularly equitable incentives, recognition of diverse contributions, transparent allocation and open-science monitoring.”
That claim is narrower, defensible and testable.
3. Produce a UNESCO–AIIM policy alignment paper
Before contacting senior officials, prepare a concise document of approximately 8–12 pages titled:
AI Internet-Meritocracy as an Experimental Implementation Mechanism for the UNESCO Recommendation on Open Science
It should include five components.
Policy crosswalk
Map every relevant AIIM function to an exact paragraph or action area of the UNESCO Recommendation.

The Recommendation states that the public sector has a leading role in open-science policy while also calling for cooperation with scientific and societal actors. Therefore, AIIM should be proposed as infrastructure that governments can inspect and optionally use—not as a private system replacing public authority.
Problem definition
Document the specific policy failures AIIM addresses:
- researchers without prestigious affiliations are difficult to evaluate;
- software, data, replication and review receive insufficient recognition;
- funding competitions impose substantial application and evaluation costs;
- conventional indicators can reproduce prestige and geographic biases;
- open contributions are often socially valuable but individually under-rewarded.
Each problem must be supported by independent research, not merely claims published by World Science DAO.
System architecture
Explain:
- who can participate;
- what evidence is evaluated;
- how AI recommendations are generated;
- where human voting or review intervenes;
- how appeals work;
- how conflicts of interest are handled;
- how prompt injection and collusion are tested;
- how payments are authorized;
- what data are public;
- what personal data remain private;
- how the software can be independently audited.
Risks and limitations
UNESCO will take AIIM more seriously if the proposal openly identifies:
- model bias;
- strategic manipulation;
- popularity capture;
- false identities and Sybil attacks;
- concentration of governance power;
- privacy risks;
- unequal digital access;
- errors involving unconventional research;
- legal problems across jurisdictions;
- uncertain long-term sustainability.
Include mitigations, but do not claim that these risks have already been solved.
Pilot proposal
Ask UNESCO to evaluate a limited experiment rather than accept a universal policy.
4. Turn the battleground test into policy-grade evidence
Your planned adversarial test is useful, but it must become stronger than a demonstration organized and evaluated solely by AIIM’s creator.
A UNESCO-relevant pilot should have:
- Public preregistration of hypotheses, outcome measures and analysis.
- Independent scientific advisers who can criticize the protocol.
- Separate operational and evaluation teams.
- A control or comparison mechanism, such as conventional peer allocation, expert panels or another transparent method.
- Published positive and negative results.
- An external security audit, where feasible.
- Documented appeals and corrected errors.
- Participant protections and privacy documentation.
- Geographic and disciplinary diversity.
- A reproducible, machine-readable dataset, with appropriate anonymization.
The present $200-per-month scale may demonstrate functionality and adversarial behavior, but it is unlikely by itself to justify UNESCO policy adoption. It should be described as a pre-pilot or feasibility study. A later policy pilot should involve several institutions or countries and a larger, independently administered allocation pool.
Measure outcomes such as:
- agreement between AIIM and independent evaluators;
- rate of successful appeals;
- distribution across countries, institutions and career stages;
- recognition of non-publication contributions;
- administrative cost per allocation;
- time from submission to decision;
- manipulation attempts and detection rates;
- perceived procedural fairness;
- unexplained demographic or geographic disparities;
- concentration of funding among highly visible participants.
5. Enter UNESCO through the Open Science Partnership
The most direct institutional doorway is the UNESCO Global Open Science Partnership. UNESCO describes it as an open-ended partnership encompassing scientific communities, public and private institutions, industry, UN agencies and other open-science actors. The official open-science contact currently provided by UNESCO is op*********@****co.org.
The first communication should not request endorsement. It should request:
- information on joining the Partnership;
- guidance on the relevant working group or consultation;
- feedback on the AIIM–UNESCO alignment paper;
- permission to submit the pilot as a candidate implementation practice;
- participation by a UNESCO observer or nominated expert, without implying institutional endorsement.
A useful request would be:
World Science DAO seeks to contribute AIIM as an independently testable implementation experiment addressing equitable incentives, recognition of diverse open-science contributions and transparent allocation. We request guidance on participation in the Global Open Science Partnership and on submitting the pilot for technical consideration.
6. Seek inclusion as a documented good practice
UNESCO maintains resources describing open-science initiatives and has previously issued calls for good practices. Its current data resources include initiatives submitted by governments, institutions, researchers and organizations.
This is probably the first meaningful form of UNESCO recognition AIIM can obtain.
Prepare a submission containing:
- a neutral project description;
- jurisdiction and responsible legal entity;
- source-code status;
- governance structure;
- participant eligibility;
- funding source;
- operational dates;
- published protocol;
- results;
- known failures;
- independent assessments;
- relationship to specific UNESCO principles.
Being included as an initiative or good practice would not mean UNESCO endorses AIIM. Nevertheless, it would establish that AIIM is visible within UNESCO’s implementation ecosystem.
7. Build a coalition before requesting policy adoption
UNESCO is an intergovernmental organization. Its Secretariat can convene, research, advise and implement programmes, but major normative decisions ultimately depend on Member States.
National Commissions advise governments on UNESCO matters and may participate in delegations to UNESCO’s governing bodies. Permanent Delegations provide liaison between UNESCO and national governments.
AIIM therefore needs support from several categories:
- an open-science research group;
- a university or research institute;
- an organization representing independent researchers;
- a research-software or open-source organization;
- a funder or philanthropic foundation;
- experts in algorithmic accountability;
- experts from lower-income or scientifically underserved countries;
- at least two supportive governments or National Commissions.
Do not form a coalition consisting only of blockchain organizations. That would weaken the scientific-policy case. The coalition must visibly include researchers, research administrators, open-science infrastructure experts and affected scientific communities.
A strong consortium might propose a pilot across three settings:
- independent researchers;
- open-source scientific software;
- a university or public research programme.
8. Obtain sponsorship from Member States
For AIIM to influence UNESCO policy, at least one Member State must eventually champion it. Two or more governments from different regions would be substantially stronger.
The request to governments should not be:
“Ask UNESCO to adopt AIIM.”
It should be:
“Support a UNESCO-observed multinational pilot of open, auditable and appealable mechanisms for recognizing and funding diverse scientific contributions.”
This wording does not require governments to endorse a particular vendor or technological architecture. It asks them to examine a policy mechanism.
Target countries that already have:
- national open-science strategies;
- interest in digital public infrastructure;
- strong open-source communities;
- programmes for independent or early-career researchers;
- concern about unequal access to international science funding.
Each government should receive a two-page country-specific note explaining how the pilot advances its existing open-science priorities.
9. Pursue NGO partnership only as a longer-term route
Official NGO partnership with UNESCO could eventually provide greater access. Official NGO partners may participate in certain UNESCO bodies and, subject to applicable rules, make statements within their competence.
However, this should not be the first milestone. UNESCO will examine organizational legitimacy, governance, international activity, financial accountability and sustained contribution to UNESCO’s fields.
Before pursuing this route, World Science DAO should demonstrate:
- a functioning governing board;
- organizational independence from one founder;
- public annual reports;
- audited or professionally reviewed accounts;
- conflict-of-interest rules;
- international membership and operations;
- documented programmes over time;
- safeguarding and data-protection policies;
- stable legal status;
- evidence of cooperation with credible scientific organizations.
The Participation Programme can support projects proposed by Member States and, under specified conditions, NGOs in official partnership. The 2026 submission deadline has already passed, so this is a future-cycle route rather than an immediate opportunity.
10. Ask for principles before asking for the AIIM brand
UNESCO may resist recommending a named platform controlled by an outside organization. It may be more receptive to recommending policy requirements demonstrated by AIIM.
For example:
Public or philanthropic scientific allocation systems should be transparent, auditable, open to diverse scientific contributions, subject to meaningful human oversight, provide reasons for decisions, permit appeals and publish aggregate evidence about distributive outcomes.
AIIM could then be presented as the first or one of several implementations satisfying those principles.
This approach has two advantages:
- UNESCO can endorse neutral standards without appearing to endorse a vendor.
- AIIM benefits if it can demonstrate compliance better than competing systems.
Therefore, the strategic objective should be “AIIM-compatible UNESCO guidance”, not necessarily “UNESCO mandates AIIM.”
Proposed influence ladder
Stage A — Legitimacy
- Publish the UNESCO–AIIM crosswalk.
- Complete the preregistered feasibility test.
- Establish independent advisers.
- Publish governance, appeal and audit documentation.
- Clarify the legal entity responsible for AIIM.
Stage B — Participation
- Apply to participate in the Global Open Science Partnership.
- Respond to UNESCO consultations.
- Attend open-science monitoring and implementation events.
- Submit AIIM to relevant initiative and good-practice collections.
- Request technical feedback, not endorsement.
Stage C — Coalition
- Recruit research institutions and open-science organizations.
- Secure independent evaluation.
- Obtain letters from researchers in multiple countries.
- Find two governmental or National Commission sponsors.
- Design a multinational pilot.
Stage D — Demonstration
- Run the pilot under published rules.
- Invite observers from UNESCO, governments and civil society.
- Publish failures, appeals, costs and distributional outcomes.
- Commission independent security and policy assessments.
Stage E — Policy integration
Request that UNESCO:
- cite the pilot in an implementation report;
- include its lessons in the Open Science Toolkit;
- convene a discussion on transparent scientific allocation;
- define principles for AI-assisted research recognition and funding;
- invite Member States to experiment with compliant mechanisms.
Only after these stages would a request for broader UNESCO-supported adoption be institutionally plausible.
What will make UNESCO reject the proposal
The most serious failure modes would be:
- claiming that AI evaluation is objective or unbiased;
- implying that UNESCO has already failed and AIIM will replace it;
- asking for official endorsement before independent testing;
- presenting a founder-controlled project as decentralized;
- treating tokenization or blockchain as the primary benefit;
- lacking an appeal mechanism;
- obscuring financial flows;
- using only testimonials instead of comparative evidence;
- excluding critics from governance;
- calling a very small experiment proof of global applicability;
- asking UNESCO to promote a proprietary or unauditable model.
Recommended first deliverables
The strongest immediate package would contain:
- Two-page executive brief: the problem, the AIIM mechanism and the requested UNESCO action.
- Policy crosswalk: AIIM functions mapped to exact UNESCO provisions.
- Pilot protocol: governance, hypotheses, comparison method and metrics.
- Risk register: manipulation, bias, privacy, security and legal risks.
- Technical appendix: architecture, open interfaces, auditability and human oversight.
- Letters of support: preferably from independent researchers and institutions.
- One specific request: admission to the Open Science Partnership and a technical discussion about a pilot.
Bottom line
UNESCO is unlikely to declare “AIIM is our policy” based on a proposal alone. But there is a credible route to influence:
Align AIIM precisely with the Open Science Recommendation, generate independent evidence, join UNESCO’s implementation community, obtain multinational support, run an observed pilot and then advocate for AIIM-compatible policy principles.
The decisive factor will not be persistent lobbying. It will be whether AIIM becomes a credible, independently evaluated public-policy instrument that solves a problem UNESCO already recognizes.
