It does not necessarily represent a meaningful difference in future scientific value.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The US National Science Foundation explicitly notes that a proposal does not need to receive uniformly excellent scores to be funded and that excellent scores do not guarantee funding. It also encourages high-risk, high-payoff research.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Scientific funding is therefore not merely the mechanical identification of an objectively best application. Avoidable failure results from misconduct, weak methodology, undisclosed conflicts, or preventable operational errors.
