It is to persuade them to <strong><a href=\"https:\/\/science-dao.org\/hi\/adversarial\/\" data-type=\"post\" data-id=\"24257\">test AIIM through limited, independently evaluated pilot approval.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AIIM advocates can pursue several progressively more ambitious objectives:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Recognition of contribution-based research funding as a legitimate policy experiment.<\/li>\n\n\n\n<li>Meetings with science ministries, research agencies, legislative offices, and innovation departments.<\/li>\n\n\n\n<li>Independent technical and policy evaluations of AIIM.<\/li>\n\n\n\n<li>Small government-funded pilot programs.<\/li>\n\n\n\n<li>Participation in regulatory sandboxes or public-sector innovation programs.<\/li>\n\n\n\n<li>Partnerships with universities, foundations, and research councils.<\/li>\n\n\n\n<li>Integration of successful AIIM components into national or international funding systems.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">The first campaign should normally focus on objectives three and four: <strong>evaluation and pilot funding<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A government does not need to accept every AIIM claim before testing the system. It needs only to conclude that existing research funding has measurable limitations and that a controlled experiment may produce useful evidence.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Define_the_Policy_Problem_Before_Promoting_the_Product\"><\/span>Define the Policy Problem Before Promoting the Product<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Policymakers rarely adopt a system simply because its developers consider it innovative. They respond to public problems that fall within their mandate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AIIM should therefore be presented as a possible response to identifiable weaknesses in research funding:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>excessive time spent preparing unsuccessful grant applications;<\/li>\n\n\n\n<li>barriers faced by independent researchers and open-source developers;<\/li>\n\n\n\n<li>prestige and institutional bias;<\/li>\n\n\n\n<li>weak incentives for maintenance, replication, negative results, datasets, and foundational work;<\/li>\n\n\n\n<li>delayed recognition of contributions whose importance becomes visible only later;<\/li>\n\n\n\n<li>fragmented evaluation of scientific papers, software, data, and technical dependencies;<\/li>\n\n\n\n<li>limited transparency concerning why one contribution receives funding and another does not;<\/li>\n\n\n\n<li>difficulty funding useful work that does not fit a predefined call for proposals.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The argument should not be that every grant committee is corrupt or incompetent. Such a claim would be inaccurate, antagonistic, and strategically counterproductive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The stronger claim is:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Conventional grants perform some functions well, but they remain weak at continuously identifying and rewarding useful contributions across institutions, countries, disciplines, and career stages.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">AIIM can then be presented as a <strong>complementary allocation mechanism<\/strong> whose performance should be compared with grants, prizes, lotteries, fellowships, and expert review.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Minimum_Credible_Policy_Package\"><\/span>The Minimum Credible Policy Package<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Before approaching senior officials, AIIM advocates should prepare a compact policy package.
