A theorem proved in one country, a dataset assembled in another, and software maintained elsewhere may support researchers worldwide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This creates an apparent conflict:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>National science policy<\/strong> asks how public research spending can advance a country\u2019s economy, security, health, education, and technological capacity.<\/li>\n\n\n\n<li><strong>Science as a global public good<\/strong> asks how humanity can produce and share knowledge whose benefits are not confined to one government, institution, or population.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These objectives do not have to be mutually exclusive. A well-designed funding architecture can let governments finance national priorities while contributing to a shared global scientific system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposed <strong><a href=\"https:\/\/science-dao.org\/fr\/meritocracy\/\">AI Internet-Meritocracy (AIIM)<\/a><\/strong> architecture offers one possible model. AIIM could maintain common mechanisms for evaluating scientific contributions while allowing governments, international organizations, charities, and private donors to create distinct funding pools with their own legitimate eligibility and policy rules.<\/p>\n\n\n\n<div id=\"ez-toc-container\" class=\"ez-toc-v2_0_85 counter-hierarchy ez-toc-counter ez-toc-grey ez-toc-container-direction\">\n<div class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">National science policy is the set of decisions through which a government influences research, innovation, scientific institutions, infrastructure, education, and technological development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its objectives commonly include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>improving public health;<\/li>\n\n\n\n<li>increasing economic productivity;<\/li>\n\n\n\n<li>developing strategically important technologies;<\/li>\n\n\n\n<li>supporting universities and laboratories;<\/li>\n\n\n\n<li>educating scientists and engineers;<\/li>\n\n\n\n<li>strengthening national research capacity;<\/li>\n\n\n\n<li>addressing local environmental and social problems;<\/li>\n\n\n\n<li>preserving scientific independence and resilience.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These are legitimate responsibilities. Taxpayers may reasonably expect their government to support domestic institutions, train local researchers, address national problems, and build capabilities that would otherwise be underfunded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">National science funding is therefore not merely an arbitrary restriction on global science. It is also one of the main mechanisms through which scientific capacity is created.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, a purely national funding system has structural limitations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Why_Science_Cannot_Be_Treated_as_Exclusively_National\"><\/span>Why Science Cannot Be Treated as Exclusively National<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Scientific knowledge is unusually difficult to contain within political borders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once openly published, a mathematical proof can be used almost anywhere. Open-source research software can support thousands of projects in many countries. Climate models, astronomical observations, genomic databases, and epidemiological methods acquire much of their value through international use and combination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 2021 <a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000379949\" target=\"_blank\" rel=\"noopener\">UNESCO Recommendation on Open Science<\/a> describes open science in terms of collective benefit and recognizes scientific knowledge as a global public good that should benefit humanity as a whole. UNESCO reports that the recommendation was adopted by 194 countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A public good is generally understood as something whose use by one person does not substantially prevent its use by others and from which it may be difficult to exclude non-payers. Much scientific knowledge has both characteristics:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Non-rivalry:<\/strong> one researcher\u2019s use of a theorem or dataset does not normally stop another researcher from using it.<\/li>\n\n\n\n<li><strong>Limited excludability:<\/strong> after knowledge has been openly disclosed, restricting its intellectual use may be impractical or undesirable.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Science is not a perfectly unrestricted public good. Laboratories, computing resources, patented technologies, sensitive data, and specialized training can remain scarce or controlled. Nevertheless, the knowledge produced by research often generates benefits far beyond the jurisdiction that financed it.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Central_Policy_Tension\"><\/span>The Central Policy Tension<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The underlying problem is not that governments behave irrationally. It is that the geographic scope of scientific benefits is often larger than the geographic scope of political accountability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A national government may ask:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Why should our taxpayers finance work that primarily benefits people elsewhere?<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Humanity collectively faces the opposite question:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Who will finance valuable research when its benefits are too widely distributed for any one country to capture?<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">This creates a potential <strong>global public-good funding gap<\/strong>. Every country can benefit from discoveries financed by others, while each government has an incentive to concentrate spending on benefits that are visible domestically.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The result may be insufficient support for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>basic mathematics and theoretical science;<\/li>\n\n\n\n<li>global research infrastructure;<\/li>\n\n\n\n<li>open datasets and scientific software;<\/li>\n\n\n\n<li>research on rare diseases;<\/li>\n\n\n\n<li>replication and negative results;<\/li>\n\n\n\n<li>problems concentrated in poorer countries;<\/li>\n\n\n\n<li>discoveries whose practical applications are unpredictable;<\/li>\n\n\n\n<li>maintenance work used globally but owned by no single institution.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The OECD emphasizes that international scientific cooperation is important for open science, shared research data, international infrastructure, standards, networks, and responses to global crises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet eliminating national science policy would not solve this problem. Governments still require mechanisms for setting priorities, developing domestic expertise, protecting legitimate security interests, and remaining accountable for public expenditure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The better objective is <strong>interoperability between national and global funding<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"How_AIIM_Could_Combine_Global_and_National_Science_Financing\"><\/span>How AIIM Could Combine Global and National Science Financing<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/science-dao.org\/fr\/about-meritocracy\/\">AI Internet-Meritocracy<\/a> is a proposed system for evaluating scientific and open-source contributions and allocating money according to assessed merit. Its central concept is that funding can follow observable contributions rather than depending entirely on conventional grant applications, institutional prestige, or committee selection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The architecture could separate two decisions that traditional funding systems often combine:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>How is scientific merit evaluated?<\/strong><\/li>\n\n\n\n<li><strong>Which source of money is permitted to reward which contributors or outputs?<\/strong><\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">A common evaluation layer could operate globally, while separate financing pools retain different mandates.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"A_Global_Funding_Pool\"><\/span>A Global Funding Pool<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A global AIIM pool could accept money intended to support scientific value without a nationality restriction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Researchers could be evaluated according to factors such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>originality;<\/li>\n\n\n\n<li>correctness;<\/li>\n\n\n\n<li>reproducibility;<\/li>\n\n\n\n<li>usefulness;<\/li>\n\n\n\n<li>contribution to later work;<\/li>\n\n\n\n<li>provision of data, proofs, software, or infrastructure;<\/li>\n\n\n\n<li>successful replication;<\/li>\n\n\n\n<li>maintenance of shared research resources;<\/li>\n\n\n\n<li>contribution to global or neglected problems.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This pool would treat scientific output as part of a shared human knowledge system. A contribution could receive funding regardless of where its author lives, provided that it meets the pool\u2019s scientific, legal, and openness requirements.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"National_Funding_Pools\"><\/span>National Funding Pools<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A government could simultaneously create a national AIIM pool.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, an Israeli pool could fund eligible Israeli researchers, research institutions, nationally relevant projects, or work that strengthens Israeli scientific capacity. A European Union pool could support eligible participants within EU programmes. Other countries or regions could establish pools reflecting their own legal and policy frameworks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/science-dao.org\/fr\/government\/\">AIIM proposal for governments<\/a> already presents the system as a globally open funding mechanism that could also be adopted for public science expenditure. A related discussion of <a href=\"https:\/\/science-dao.org\/fr\/horizon-europe\/\">AIIM and Horizon Europe<\/a> describes the possibility of EU-specific funding flows for European researchers, donors, and institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">National pools could apply eligibility conditions such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>citizenship or legal residency;<\/li>\n\n\n\n<li>affiliation with an eligible domestic institution;<\/li>\n\n\n\n<li>research activity conducted within the country;<\/li>\n\n\n\n<li>relevance to an announced national priority;<\/li>\n\n\n\n<li>collaboration with domestic laboratories;<\/li>\n\n\n\n<li>publication under required access conditions;<\/li>\n\n\n\n<li>compliance with national ethics, data, and security law.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The key distinction is that these conditions would govern <strong>the source of payment<\/strong>, not necessarily the universal scientific evaluation of the work.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"One_Contribution_Could_Qualify_for_Several_Pools\"><\/span>One Contribution Could Qualify for Several Pools<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">AIIM would not need to force every contribution into a single funding category.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consider a researcher who develops an open-source system for detecting water contamination:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A national fund might reward the contribution because it improves domestic water security.<\/li>\n\n\n\n<li>A regional environmental fund might support it because it advances shared ecological objectives.<\/li>\n\n\n\n<li>A global fund might reward it because the software can be reused worldwide.<\/li>\n\n\n\n<li>A charitable fund might contribute because the technology is especially useful in low-income regions.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These payments would represent different reasons for supporting the same output.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The system could calculate a contribution\u2019s scientific merit once, then determine its eligibility under several independently financed pools. Subject to each pool\u2019s rules, rewards could be additive rather than mutually exclusive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is more flexible than asking whether research is either \u201cnational\u201d or \u201cglobal.\u201d Much valuable science is both.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Common_Evaluation_Plural_Funding_Mandates\"><\/span>Common Evaluation, Plural Funding Mandates<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The most important architectural principle is:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Scientific evaluation can be shared even when funding mandates differ.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Every government currently building a separate evaluation bureaucracy must appoint reviewers, process applications, rank institutions, investigate outputs, and monitor results.
