In favorable circumstances, citations provide a rough indication that a paper has influenced subsequent academic writing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, citation counts are shaped by many factors unrelated to scientific importance:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the size of the research field;<\/li>\n\n\n\n<li>the number of active authors in that field;<\/li>\n\n\n\n<li>publication and citation customs;<\/li>\n\n\n\n<li>database coverage;<\/li>\n\n\n\n<li>the age and accessibility of the paper;<\/li>\n\n\n\n<li>the reputation and institutional network of the author;<\/li>\n\n\n\n<li>whether the result is easy to apply;<\/li>\n\n\n\n<li>whether the topic is currently fashionable;<\/li>\n\n\n\n<li>whether the paper is cited positively or critically.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/sfdora.org\/read\/\" target=\"_blank\" rel=\"noopener\">San Francisco Declaration on Research Assessment<\/a> argues that research outputs should be assessed on their own merits rather than through journal-level proxies. DORA\u2019s later guidance also stresses that citation indicators must be interpreted transparently, specifically, contextually, and fairly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.leidenmanifesto.org\/\" target=\"_blank\" rel=\"noopener\">Leiden Manifesto for Research Metrics<\/a> similarly states that quantitative evaluation should support, rather than replace, qualitative expert assessment. It also warns against comparing fields without accounting for their different publication and citation practices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These limitations apply throughout science, but they become particularly severe in foundational mathematics.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Basic_Mathematics_Often_Has_a_Long_Time_Horizon\"><\/span>Basic Mathematics Often Has a Long Time Horizon<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Applied results can sometimes generate immediate citations because other researchers can insert a method, dataset, or algorithm into current work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Basic mathematics frequently follows a different timeline.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A new definition, abstraction, theorem, or proof technique may need to pass through several stages:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>A small group of specialists understands it.<\/li>\n\n\n\n<li>Other mathematicians simplify or generalize it.<\/li>\n\n\n\n<li>Connections to established theories become visible.<\/li>\n\n\n\n<li>Expository work makes it accessible to a wider community.<\/li>\n\n\n\n<li>Applications emerge in mathematics, physics, computing, or engineering.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">This process may take decades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citation-based evaluation therefore contains a strong <strong>short-term bias<\/strong>. It rewards work that fits an existing research program more quickly than work that creates a new program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A result may be mathematically important precisely because it does not yet have a large community prepared to cite it.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Small_Fields_Produce_Small_Citation_Counts\"><\/span>Small Fields Produce Small Citation Counts<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Citation totals depend partly on the number of people available to produce citations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Suppose one paper is published in a field with 20,000 active researchers and another in a specialized field with 100 active researchers. Others are valuable because they make entire classes of future problems expressible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A foundational contribution may introduce:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>a new mathematical object;<\/li>\n\n\n\n<li>a more general definition;<\/li>\n\n\n\n<li>a bridge between previously separate theories;<\/li>\n\n\n\n<li>a language that removes unnecessary distinctions;<\/li>\n\n\n\n<li>a proof method that can be reused;<\/li>\n\n\n\n<li>a classification that reorganizes a subject;<\/li>\n\n\n\n<li>a formal framework from which later results follow.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The value of such work is partly <strong>option value<\/strong>: it expands what future researchers can formulate, investigate, or prove.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citation counts primarily record realized academic use. They do not measure the range of discoveries that a framework makes possible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is similar to evaluating infrastructure only by counting the vehicles currently using it. A bridge to a newly developing region may initially have little traffic while still being strategically important.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Difficult_Work_Can_Receive_Fewer_Citations\"><\/span>Difficult Work Can Receive Fewer Citations<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Citation systems often favor results that are easy to recognize, explain, and reuse.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A long or technically difficult mathematical work may receive fewer citations because:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>few researchers can verify it;<\/li>\n\n\n\n<li>the notation is unfamiliar;<\/li>\n\n\n\n<li>the prerequisite knowledge is extensive;<\/li>\n\n\n\n<li>the work has not yet been translated into standard terminology;<\/li>\n\n\n\n<li>journals and reviewers lack suitable specialists;<\/li>\n\n\n\n<li>applying it requires substantial additional research.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Low citation counts may therefore reflect a <strong>verification bottleneck<\/strong>, not low value.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This does not mean that every obscure or difficult manuscript is important. Complexity is not evidence of correctness or significance. It means only that citation scarcity cannot distinguish among several possibilities:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the result is wrong;<\/li>\n\n\n\n<li>the result is correct but minor;<\/li>\n\n\n\n<li>the result is correct but inaccessible;<\/li>\n\n\n\n<li>the result is foundational but premature;<\/li>\n\n\n\n<li>the result is important but institutionally neglected.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">A useful evaluation system must investigate these possibilities rather than treating them as equivalent.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Citations_Do_Not_Establish_Correctness\"><\/span>Citations Do Not Establish Correctness<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Papers can be cited because researchers agree with them, dispute them, correct them, compare against them, or mention them historically.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A highly cited result can still contain an error. Conversely, a correct theorem may receive little attention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citation counts do not directly test:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>whether a proof is valid;<\/li>\n\n\n\n<li>whether assumptions are necessary;<\/li>\n\n\n\n<li>whether definitions are coherent;<\/li>\n\n\n\n<li>whether the theorem is genuinely new;<\/li>\n\n\n\n<li>whether a claimed generalization is strict;<\/li>\n\n\n\n<li>whether the result has been independently checked.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">For mathematics, proof verification is logically prior to impact measurement.
