the <strong>International Meritocratic Innovation Organization (INO)<\/strong> based on the principles and technical infrastructure of <strong>AIIM (AI intergovernmental organization with legal personality and the capacity to enter into agreements with states, UN agencies, and private institutions.<\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Article_2_%E2%80%94_Mission\"><\/span><strong>Article 2 \u2014 Mission<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The mission of the INO is:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>To operate and promote an <strong>algorithmic, impartial, transparent global innovation funding mechanism<\/strong> based on AIIM.<\/li>\n\n\n\n<li>To support scientific researchers, innovators, and builders regardless of nationality, degree status, institutional affiliation, or social position.<\/li>\n\n\n\n<li>To accelerate global progress in science, technology, education, health, environment, and digital economics.<\/li>\n\n\n\n<li>To ensure that discoveries and innovations of global importance receive recognition, funding, and dissemination.<\/li>\n\n\n\n<li>To assist member states in integrating meritocratic innovation funding into national policy.<\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><span the funds are managed on the basis of special project-based agreements in which the participating governments may involve, instead of transferring full-sized funds of sizes determined by the annex.<\/li>\n\n\n\n<li>This transitional arrangement shall end only when the INO Secretariat and INO Treasury become operational.<\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator the <strong>AIIM global funding platform<\/strong>, including merit algorithms, scoring systems, audits, and anti\u2011fraud procedures.<\/li>\n\n\n\n<li>Certify <strong>AIIM grantees<\/strong> and innovators for simplified cross\u2011border mobility (see Article 9).<\/li>\n\n\n\n<li>Maintain a <strong>global registry<\/strong> of recognized high\u2011impact discoveries and unresolved &#8220;scientific coveries&#8221;.<\/li>\n\n\n\n<li>Provide advisory services to governments on:\n<ul class=\"wp-block-list\">\n<li>innovation policy<\/li>\n\n\n\n<li>education modernization<\/li>\n\n\n\n<li>science funding reform<\/li>\n\n\n\n<li>digital public infrastructure<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Promote knowledge sharing between research, fundamental and applied<\/li>\n\n\n\n<li>technological development and open\u2011source innovation<\/li>\n\n\n\n<li>public\u2011interest digital infrastructure<\/li>\n\n\n\n<li>global problem\u2011solving (health, environment, energy, etc.)<\/li>\n\n\n\n<li>independent innovators and researchers<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Funding decisions are made algorithmically through AIIM, with human oversight limited to compliance, ethics, and fraud prevention.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"CHAPTER_IV_%E2%80%94_MEMBERSHIP\"><\/span><strong>CHAPTER IV \u2014 MEMBERSHIP<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Member States have the right to:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Participate in all INO governance systems.<\/li>\n\n\n\n<li>Access innovation, research, and human capital generated by AIIM.<\/li>\n\n\n\n<li>Nominate INO liaisons for coordination with their national ministries.<\/li>\n\n\n\n<li>Welcome AIIM grantees for collaborative, educational, or employment activities.<\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Article_8_%E2%80%94_Obligations_of_Member_States\"><\/span><strong>Article 8 \u2014 Obligations of Member States<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Member States shall:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Pay annual financial contributions according to Article 11.<\/li>\n\n\n\n<li>Provide legal recognition for INO\u2011issued innovation certifications.<\/li>\n\n\n\n<li>Ensure that AIIM grantees are permitted to visit, research, or build within their borders under simplified procedures (see Article
